区块链技术优化构建消防安全综治网络与责任信用体系Optimization of fire safety comprehensive governance network,responsibility and credit system by blockchain technology

摘要(Abstract):
为研究区块链技术与消防安全融合发展的宏观趋势与具体模式,在分析"智慧消防"发展、双随机监管模式转变及消防安全责任制实施等因素为二者融合发展创造良好技术条件及社会环境的基础上,通过解构区块链技术特征与消防安全治理模式,构建了基于区块链的消防安全双轨优化模型及社会消防安全综治网络与责任信用递进体系;通过分析数据溯源、监管科技等区块链技术要素在规范社会各方消防安全行为、强化消防综合监管效能、建立互通可溯的消防信息共享平台等方面的优势,阐明了区块链技术在促进消防安全主体责任落实、优化消防安全综合监管模式、提升消防安全全流程要素信息透明度与互通性、推动消防安全治理体系现代化等方面可发挥关键作用,以期为区块链技术在消防安全领域应用的理论研究和工作实践提供启发与借鉴。
